  • More than 125,000 heat pumps were sold last year
  • The government’s Warm Homes Plan should continue to help
  • However, sales growth is below where it needs to be to hit 450,000 a year target
Domestic heat pumps.

More heat pumps were sold in the UK during 2025 than any other year on record, according to the Heat Pump Association (HPA), but sales are still not increasing fast enough to meet the government’s heat pump installation targets.

The HPA said that 125,037 heat pumps were sold last year, a massive 27% increase on 2024, with all types seeing growth. There was a 26% rise in air-to-water heat pumps, a 32% bump in ground and water-source heat pumps and a leap of 32% in sales of domestic how water heat pumps.

However, the truth is that while there has been a big jump in sales, the year-on-year growth is actually slowing and quite a bit behind the rate needed for the government to hit its target of installing 450,000 heat pumps a year by 2030. To reach that number, sales would have to grow by at least 33% every year.

Charlotte Lee, chief executive of the HPA described the numbers as “extremely positive” but warned that to meet the 450,000 figure by 2030, there needs to be “momentum” behind sales.

Paul Kenny, director general of the European Heat Pump Association, said the sales were “testament to the steady policy support” from the government.

Kenny predicted that the growth trend will be helped by the government’s recently unveiled Warm Homes Plan.

He also warned that levies on electricity were still a big barrier and said they “must be addressed to ensure heat pumps are the most cost efficient cost choice for end users”.
